Local adoption

Filipinos and foreign residents who have lived in the Philippines for three years can legally adopt children either through the Department of Social Welfare and Development (DSWD) or through a licensed adoption agency like Kaisahang Buhay Foundation (KBF).

International adoption

International adoption from the Philippines can only be accomplished through adoption agencies and government departments approved by the Inter-Country Adoption Board of the Philippines (ICAB). Private adoptions are not allowed. Prospective parents from countries that have established adoption relationships with the Philippines can apply for adoption through one of the approved agencies.
